Willie looked mean, rough and tough but...that bloke beside him didn't look like a florist's apprentice either eh.
They're not a one man team and I'm sure neither he nor his colleagues are relishing the attention being directed at one man.

That being said I reckon he's more a proceed by summons as opposed to arrest.
